I wish it were true but there is only going to be probably 45 crharcteas in all they say over 40 so that usually means a few over. If there is only about 45 i don't see it being possible unless they only focus on the heavy hitters i do hope that Killer bees is in that game and Raikage that would be awesome i cant wait for the game to come out i just want to play as pain and of course Naruto in sage mode and its going to be an online game so that makes it even better. I do have a strong feeling you might be able to buy or download crharcteas in the future so maybe it will be possible to get the other kages i just hope that its going to be full of good crharcteas and i hope the other hokages will be in this one i like when they have the strong players in the game. Maybe they will even have Madara before the nine tail assault we will have to wait and see.References :
